Maryland FAMLI slips again: contributions now begin January 2027

Posted 3/16/2026

Effective 3/16/2026

Maryland's paid family and medical leave program has been pushed back once more. Contributions are now scheduled to start in January 2027, with benefits following later — but the regulations are already being published.

What changed Maryland's Time to Care Act program (FAMLI) has been delayed again. Employer and employee contributions are now slated to begin in January 2027, collected through payroll deductions and remitted quarterly. Chapters 1-5 of the FAMLI regulations are already in effect. Who it applies to All Maryland employers will owe contributions. Contribution amounts vary by employer size, and small employers with fewer than 15 employees pay a reduced share. What HR needs to do - Do not tear up your project plan. Budget the employer share into 2027 compensation planning now. - Tell your payroll vendor to keep the configuration work on the roadmap; the last two delays have not changed the underlying design much. - Watch for the private-plan election window — employers wanting to self-insure or use an insured equivalent plan will need lead time. - Keep monitoring: this program has moved before and could move again.
